Major initiatives in Punjab
- Web-based Counseling for PSBTE (Punjab State Technical Education Board) - First of its kind in the state of Punjab last year, Web-based online Off-Campus Counselling for PSBTE has been implemented for the admissions in all the Diploma courses in Engineering, Lateral Entry (LEET) to Engineering and Pharmacy streams in about 100 institutes across the state and Chandigarh (UT). This has provided convenience to the students as they are not required to visit PSBTE HQrs.
- Web-based Counseling for PTU (Punjab Technical University) - Web based online, off-campus counselling for admissions to all the B. Tech / B. Pharmacy Degree courses in more than 80 colleges all over the state of Four (4) Universities (Punjab Technical University, Guru Nanak Dev University, Punjabi University, Punjab Agriculture University) under Punjab Technical University (PTU) Jalandhar has been implemented thereby bringing transparency in the seat allotments and convenience to the students.
- MESS (Monitoring of Elections System through Sms) - MESS is web based application software for Department of Elections, Punjab. The application is aimed at capturing a set of fixed events for all the Polling Stations of an Assembly Constituencies through SMS by the authorized mobile numbers from respective Polling stations (in this case PROs) in a prescribed format and to update the database for online monitoring reports on CEO’s website. The software has the provision for entering data through web-entry also. Web-entry is only allowed to authorized users like ROs / AROs of the assembly segments.
- SUWIDHA (Single User-friendly WIndow Disposal Help-line for Applicants) - SUWIDHA is built to provide the convenience to the citizen by capturing the input at a single point, defining a specified delivery date depending upon the type of service, accepting cash at the counter itself and delivering district administration services to the citizens from the same counters. It ensures timely delivery without any need to interact with the concerned branch. SUWIDHA has been implemented in all the districts of Punjab. Online status of the applications submitted on SUWIDHA Counters in the districts is available on SUWIDHA website (http://suwidha.nic.in). It has been replicated at all district and SDM offices of Punjab. SUWIDHA was ranked Topmost among all the e-governance projects in the country by Skoch in 2005-06. SUWIDHA received Excellence award from Microsoft for 2006 in September 2006.
- PRISM ( Property Registration Information System Module) - PRISM automates all major activities of Sub-Registrar office and covers deeds of Sale, Mortgage, Will, Adoption, SPA, GPA, Exchange, Pattanama/ Lease, Tatima, Cancellation of SPA/GPA/Will total 27 deeds etc. Major features include token issuance, online capturing, storage, printing of photographs on stamp paper, valuation of property, scanning of deed documents online/offline, on the spot registration, issuance of mutation notice as Parchayadast, finalization & pendency check of deeds by SRO, single window service etc. It has been implemented in all 153 SRO offices in Punjab. PRISM is ISO certified product.
- iTISP(Integrated Treasuries Information System of Punjab) - iTISP is an online system developed for automation of district treasuries in Punjab. Salient features of TISP are verification of messenger and DDO by photograph and signature, online system, computerized cheque printing, linkage with budget, AG accounts & bank, tight security, Web enabled etc. Payments, receipts, pension, LOC, stamp etc are included. It has been implemented at all the District Treasuries and all Sub-Treasuries of the state. All sub-treasuries and treasuries have been linked to the state HQ.
- VAHAN (Vehicle Registration System) - VAHAN Software is aimed at Computerization of Registration of Commercial and Private Vehicles, Fee & Fine Collection and Fitness Validity. VAHAN has also got provision for other transactions related to Registration Certificate like Renewal, Addition and Removal of Hypothecation, Transfer of Ownership, NOC, Alteration of Vehicle and Registration of other state vehicles.
- SARATHI(Driving License Issuance System for Transport department) - SARATHI software computerizes transactions related to Learner’s License, Permanent License, Conductor’s License and Driving School License. The software has facility for issuance of Badges for Transport Classes also. It allows all other transactions like Renewal, Issuance of Duplicate Licenses, Addition of New Vehicle Class, and Endorsement to Drive in Hills. The software is compliant with SCOSTA (Smart Card Operating System for Transport Applications) specification.
- Permits - Permits software computerizes all the tasks related to National Permit, Stage Carriage Permit and Contract Carriage Permit. It has facility for payment of Composite Fee for National Permit thereby allowing the transporter to operate his vehicle throughout India.
- Rural WaterSoft- Department of Water Supply and Sanitation, Govt. of Punjab - Rural WaterSoft is a web based Integrated Management Information System (IMIS) for 5 operational levels (viz. Head Office, Zone, Circle, Division and Sub-Division offices) of Department of Water Supply and Sanitation, Govt. of Punjab. Integrated Management Information System is extremely important for effective planning, monitoring and implementation of various activities/schemes of the DWSS Punjab and easy availability of data to all the concerned agencies like World Bank, NABARD etc. The current system includes Scheme and Program Management System, Contractor and Supplier Information System, Material and Store management System, Personnel & Payroll Information System, Finance and Works Accounting System, Resource Management System, Water Quality Management System and Equipment Information System. Protection from unauthorized uses is provided through delegation of privileges as and where required.
- SSIS(Social Security Information System) - SSIS enables to maintain and monitor the database of pension beneficiaries under different social security schemes disbursed through DSSOs of Department of Social Security and Women & Child Development.
- AIS (Affidavit Issuance System) - AIS provides easy access to the administration for attestation of affidavit of any kind by paying nominal fees. The photograph of the deponent is captured in person on the spot along with purpose of affidavit along with other relevant details. Widely appreciated by the citizens, media and administrators, AIS has been replicated at all the districts and Tehsils with service over multiple counters.
- CIPA (Common Integrated Police Application) - A project of MHA to computerize and network all the police stations. It aims at reduction of manual records, elimination of duplicate and inconsistent record keeping, maintenance of details of criminals, introducing transparency in the working of police, facilitating supervision by the senior officers and faster response to the public. The implementation has been taken up in all police stations.
- eProcurement System (GePNIC) for PRBDB under PMGSY Project - Government eProcurement (GePNIC) System from NIC provides solution for the entire process of Online Tender publishing, Bid Submission, Bid Opening and Award of Contract to help bring in transparency in the Tendering process. GePNIC has been initiated for Punjab Roads and Bridges Development Board (PRBDB) under PMGSY project. GePNIC offers host of features such as Enhanced Transparency, Adherence to IT Act 2000, Accessibility of Information to all, User Friendly Software, digitally signed documents, Two factor authentication and adheres to Guidelines of ADB / World Bank and PWD department procurement guidelines. The system has been implemented by PWD Punjab for its own projects as well as those of PMGSY (Prime Minister Gram Sadak Yojna).
- eEntryPass in Punjab Civil Secretariat - A web-based computerized solution for issuance of entry passes to visitors to Punjab Civil Secretariat, eEntryPass, has been successfully implemented in Punjab Civil Secretariat at Chandigarh. Both the VIP front-gate counters and backend gate counter issue approximately 800 entry passes everyday for more than 1200 visitors. Both the counters have multiple terminals each equipped with a system, camera and printer are integrated at the application level. eEntryPass has a number of features such as Web-based Pass Issuance System, Automatic Generation of Gate Pass number, Generation of Bilingual Gate pass to facilitate rural as well as foreign visitors, Developed in open source technologies, Capturing of Visitor’s Details along with photograph, Generation & Printing of Visitor’s photograph on Entry Pass, Provision for entry of multiple visitors, MIS Reports, Generic query system. eEntryPASS has been developed using open source technologies thus saving valuable public money in procurement of development and deployment tools. eEntryPass is a generic system which may be replicated at any site with suitable customization.
- BIS (Budget Information System) - ): It offers automated solution for Budget preparation for Government of Punjab. BIS covers generation of Budget Documents and analysis of budget based on Budget Documents. It is made available on Internet every year.
- EEMS (Employment Exchange Management System) - It covers all the operations of an employment exchange including registration, renewal of registration, vacancy booking and submission etc.
- DSS (Depot Sahayak System) - System designed for Pepsu Roadways Transport Corporation (PRTC), DSS covers operations like Generation of Waybills, Closing of Waybills, Ticket Stock Arrival and Issuance, Ticket Box Management, Generation of Advance booking Waybills, Closing of Advance Booking Waybills, Tax Calculations and Overtime Calculations etc.
- Arms Licenses Issuance System (ALIS) -): ALIS provides workflow of Arms Licenses branch with tracking mechanism apart from License generation and history maintenance.
- Birth & Death Issuance System (BDIS) System developed to maintain Birth and Death registrations and issuance of certificates.
- MAREG (Marriage Registration Information System) - MAREG has been conceived for automating the process of registration of marriages at district/Tehsil level. With the issuance of ruling by Hon’ble Supreme Court for compulsory registration of marriages, the implementation of MAREG for computerized registration process assumes more significance than ever. MAREG provides electronic maintenance and monitoring of marriage registrations apart from deterring fraudulent cases with the introduction of in-person appearance for registration.
- MARRCIS (Marriage-ability Certificate Issuance System) - Marriage-ability certificates are applied for by NRIs who want to get married in India. This is to check if they are married earlier also anywhere in India or not. MARRCIS automates the process of issuance of Marriage-ability certificate and facilitates district administration to maintain the records of such applicants. The system facilitates generation of internal notings as well as certificate (in English). It also has features of generation of newspaper notice in local language (Punjabi) and capturing of information about the newspapers in which the notice has been published.
- Establishment of LAN (Local Area Network) in Punjab Secretariat, Punjab Mini Secretariat.
- PVSIS (Punjab Vidhan Sabha Information System) - PVSIS Covers personal details of MLAs along with related information about the working of Sessions i.e about the list of business, Questions asked in the session, bills and resolutions passed in the Vidhan Sabha, Calling attention notices of Vidhan Sabha, Information about the previous Vidhan Sabha (information regarding sessions held, sittings of the sessions etc), other support services related to Pensioners, Status of MLAs Bills (regarding salary allowance, TA/DA bills, reimbursement of telephone & medical bills etc), general information about Council Of Ministers, Prime Ministers, Chief Ministers, Governors, Speakers, Deputy Speakers, MPs and former MPs from Punjab, database of officers of Punjab Vidhan Sabha, Current News and Information about meetings of the Committees, etc.
- AGMARKNET (Agriculture Produce Marketing Information Network) - AGMARKNET Facilitates market fees collection, database of dealers, Issuance of Licenses for dealers etc. The State Agricultural Marketing Boards/Departments/Markets are collecting the desired market information and passing on the same to their respective authorities and Head office of DMI for onward dissemination. For easy interface with farmers and other beneficiaries a portal for Agmarknet (http://agmarknet.nic.in) has been developed to serve as a single window for accessing websites of various organizations concerned with agricultural marketing. Besides price and arrival figure, the site provides weekly trend analysis, linkage to online commodity exchange of India, FAO website, etc.
- DACNET (Department of Agriculture and Cooperation Network) - Its objective is to computerize all fields and Directorate Offices covered under Agriculture and Cooperation. For analysis and reporting of pesticides in RPTL office, a work flow application named SARS “Sample Analysis and Reporting System” has been developed for Regional Pesticide Testing Lab, Chandigarh. This project also covers operations like development of Portal for Directorate RPTL, implementation of generic applications and provides support in Computerisation of the Directorate like dialup, networking etc. All the data from the field is updated on its website (http://dacnet.nic.in) on weekly basis.
- eCourts Mission Mode Project - Initiative has been taken to establish LAN connectivity in all the district courts under mission mode project (MMP) eCourts of Govt. of India. The IT infrastructure in all the district courts has been upgraded.
- E-Kiosks - A touch screen based system, E-Kiosk, has been implemented in a number of districts. The software of E-Kiosk has been developed to provide the status of SUWIDHA applications, Voter list, information about various schemes, Bus/Rail Time table etc.
- CONFONET (Consumer Forums Network) - CONFONET, a central project to computerize and network the entire state consumer disputes redressal commissions and District consumer forums, has been successfully launched in Punjab.
- OAS (Office Automation Suite)): OAS comprises of four generic and customizable modules to automate the internal processes of any government office.
- DDMS (Diary and Dispatch Monitoring System): DDMS is generic solution to manage and monitor the receipt and dispatch of mail and its movement. It is implemented at a number of locations in different departments/officers.
- CCMS (Court Cases Monitoring System): To facilitate departments in maintaining and monitoring court cases pending in different courts (e.g. Supreme Court, High Court, District Court, Labour Court, Consumer Court, etc)
- CoIS (Courts Information System): A generic customizable solution to manage administration of the court related activities of the officers holding the courts. Specially customized version for Labour court Patiala has been under implementation to be replicated among all the labour courts.
- MMS (Meeting Monitoring system): MMS provides single point solution for organizing various meetings in the department. It assists in generation of agenda items, Memos for the meetings, recording of minutes, action status, etc.
- PAPMIS (Punjab Agricultural Produce Management Information System) - Computerization of market Committees, DMO and Mandi Board Head Office. It covers all the operations of market committees like registration of dealers, calculation of Market Fee, Recording of daily arrival, monitoring of sale & purchase etc. This software helps the market committee to transmit the data to AGMARKNET portal. Up to date information of MCs is also being transmitted to DMO and Mandi Board Head Office with the help of this software.
- BPIS (Bus Passes Issuance System)C - BPIS is developed to facilitate the issuance of Bus Passes to the eligible applicants. Implemented at Patiala district, BPIS will be taken up in all the districts.

- VC (Video conferencing) - established in districts and Punjab Civil Secretariat and being used by various departments of Punjab Government.
- Technical/implementation support to Passport office, Regional Provident Fund Commissioner, Press Information Bureau, Food Corporation of India, General Post Office/Postal Life Insurance, Registrar of Companies, Director General of Foreign Trade, State PWD department for PMGSY (Pradhan Mantri Gram Sadak Yojna).

- DISE (District Information System for Election)DISE is randomization software for Election Department. It handles the functionalities like formation of polling parties, counting parties, EVM (Electronic Voting Machine) randomization for Lok Sabha/Assembly Elections in a random way, election orders for individual polling parties, micro observer parties and EVM orders, Constituency wise distribution of employees, department wise, sub department wise orders, attendance sheets, Election Duty Certificate, issue of ID Card, various types of checklist reports for various constituencies and marking of absentees, cancellation and absentees, cancellation reports as per Election Commission of India ECI guidelines.
- IDSP (Integrated Disease Surveillance Project) - IDSP is a central project in which NIC has provided support in setting up computer centre, VC cum training centre in the districts and state surveillance office.
- COPIS (Copying branch Information System) - COPIS is developed to manage and monitor the functioning of Copying branch in the DC offices in Punjab.
- ADIS (Atta Dal Information System) - Atta Dal Scheme has been launched by the Punjab Government for distribution of food grain at subsidized rates to poor families of Punjab. ADIS software has been designed to fulfill the requirement of the survey conducted by Government of Punjab for data compilation of poor house holds.
- Connectivity for Deptt. Of POST (DOPT) - Lease lines have been installed in more than 30 Post Offices in Punjab under Department of Post project to facilitate connectivity to their portals.
- DISDIS (DIstrict Sangat Darshan Information System) - ): is a computerized system for the automation of grievances monitoring at district level under the Sangat Sarshan movement of H’ble Chief Minister of Punjab to reach people. It is a flexible solution to automate and monitor the process of grievances monitoring with host of features.
- DSMS (District Scheme Monitoring System) - There are large numbers of development works/schemes which are executed by various agencies in the district under various government schemes. These schemes are sanctioned by district planning boards/committee/zila prishads and funds are released by the sanctioning authorities. DSMS has been developed to evaluate the progress of each work/scheme on monthly basis for the better monitoring by the district authorities. It also has provision for storing of photographs of each stage of work.
- CIS (Certificate Issuance System) - CIS is developed to facilitate the issuance of various types of certificates issued by SDM office covering Backward Area, Caste Certificate, Income Certificate, Rural Area Certificate, Kandi Area Certificate, Neem Pahari Area Certificate, Other Backward Class Certificate, Residence Certificate, Scheduled Caste Certifcate, Sub-Mountain Area Certificate. CIS supports manual verification and leaflet verification. It also generates the various type of certificate report in bilingual (Punjabi & English). CIS has been successfully implemented in districts.
- HCIS (Handicap Certificate Issuance System) - ): HCIS is developed to facilitate the issuance of handicap certificate issued by Civil Surgeon office. HCIS facilitates capturing of photograph of applicant and also generates various types of output reports.
- FTS (File Tracking System) - FTS is a comprehensive package developed to help monitor pendency of cases and assist in easy tracking of letters and files. It is an integrated package which gives administrative support right from diarizing of receipts, updating its status, opening of new files, tracking the movement of the files, dispatch of letters/ files and finally record management. It is based on Manual of Office Procedure and is a proven system for Government / Semi-Government Offices and Public Sector Organizations. The application has been implemented in number of departments of Punjab Government.
- NPI (National Portal of India) - NPI, a central project has been developed as a Mission Mode Project under the National E-Governance Plan (NeGP) of the Department of Information Technology, Government of India. The objective behind the Portal is to provide a single window access to the information and services being provided by the Indian Government.
- NREGA (National Rural Employment Guarantee Act 2005) - A web based system, [http://www.nrega.nic.in] facilitates for online data entry, issuing job cards and monitoring of work allocation and funds under NREGA, a central project. It has been implemented in districts of Punjab in a phased manner.
- Sarva Shiksha Abhiyaan (SSA) - [http://www.ssamis.nic.in] SSAMIS is a web based solution for monitoring progress of three educational schemes namely (SSA - Sarva Shiksha Abhiyan, KGBV- Kasturba Gandhi Balika Vidyalaya, NPEGEL - National Programme for girl’s education at elementary level) being run at block/gram panchayat level. All the Annual target data and quarterly achievement data of all above educational schemes can be entered by each district that can be monitored by the State Project Director (SPD) of Punjab and can be further reviewed by the Ministry of Human Resource Development.
- Pre Conception and Pre Natal Diagnostic Techniques (PC & PNDT) - [http://www.pndt.nic.in] PNDT is a web based system designed for keeping track of every pregnant women going for clinical follow-up to Hospitals, Clinics, Laboratory for the regular checkup. The major objective of the computerization is to monitor and improve the sex ratio between Boy and girl child.
- Pradhan Mantri Gram Sadak Yojna (PMGSY): - Pradhan Mantri Gram Sadak Yojana (PMGSY), is a program to connect 1,60,000 habitations by road. In order to effectively monitor the entire programme and bring about improved efficiency, accountability and transparency in implementation, web enabled application software (www.pmgsy.nic.in) - Online Management and Monitoring System (OMMS), has been implemented in Punjab.
- National Social Assistance Programme (NSAP) - Under the NSAP, three schemes have been covered as Indira Gandhi National Old Ages Pension Scheme (IGNOAPS), Indira Gandhi National Widows Pension Scheme (IGNWPS), Indira Gandhi National Diasbled Pension Scheme (IGNDPS). Government of India will be providing a monthly pension to rural and urban beneficiaries under each scheme.
